Place the garlic, butter, oil, celery salt, salt, pepper, paprika and oregano to a small pan and heat until the butter melts and the garlic is fragrant (about 2-3 minutes).
Place the hot popcorn in a large bowl and pour over the oil mixture. Toss to coat, then sprinkle on the grated parmesan.
